Streets, transport और services तक equal access को safety मानें; audits, design और accountable reporting से cities को women और girls के लिए बेहतर बनाएं।

Safety access है, restriction नहीं
City safe तब नहीं जब women घर में रहें या male permission लें। Goal है study, work, care, meeting और rest के लिए practical freedom।
Burden women पर न डालें
Curfew, dress rule या ‘man साथ लो’ advice harasser और unsafe system को नहीं बदलती।
Mobility economic freedom है
Unsafe या महंगी journey jobs, education, healthcare और political participation रोक सकती है।
Safety intersectional है
Disabled, Dalit, migrant, queer, vendor, older woman या girl के barriers generic plan miss कर सकता है।

Experience reports official crime record न होने पर भी pattern दिखा सकती हैं।
Design features जो freedom support करें
Design isolation घटाए और help reachable बनाए; यह harassment की accountability का substitute नहीं।
पूरे रास्ते lighting दें
Entrance, path, crossing, stop, parking, toilet और connecting route में maintained lighting हो; dark gaps न रहें।
Walking possible बनाएं
Continuous footpath, safe crossing, ramp, shade, seating और traffic calming सभी users की मदद करते हैं।
Usable toilet और पानी दें
Clean, affordable, accessible toilet menstruation, pregnancy, disability और older age के लिए जरूरी हैं।
Real trips के अनुसार transport बनाएं
Frequent service, clear information, safe stop, last-mile link और trained staff network को usable बनाते हैं।
Sightlines और activity रखें
Open entrance, active frontage, seating और managed vendors natural observation बढ़ा सकते हैं।
Gender-responsive safety audit करें
Audit women और affected users के साथ हो और budget, owner और deadline से जुड़े।
अलग समय पर walk करें
Daylight, evening, quiet period और rain में lighting, crowd, harassment, toilet और transport gap map करें।
पूछें कौन missing है
Night workers, wheelchair users, children के साथ travel करने वाली, vendors और minority-language users को शामिल करें।
Service failure record करें
Broken light या blocked path का location और complaint date लिखें; लोगों की photo बिना consent न लें।
Finding को action बनाएं
हर issue के लिए agency, budget, interim step, completion date और feedback route दें।
Outcome measure करें
Intervention के बाद route, travel time, use, complaints और trust बदले या नहीं देखें।
Harassment होने पर response
Targeted person safest response चुने। Witness और institution बिना force किए मदद करें।
Distance और help को priority दें
Staffed place की ओर जाएँ, call करें या emergency feature लें। Harasser को explanation देना जरूरी नहीं।
Witness risk बढ़ाए बिना मदद करें
पूछें ‘Are you okay?’, साथ रहें, distraction या staff call करें। Video बनाकर social media पर न डालें।
Route चुनें
Transit operator, police, women helpline, municipal complaint या organisation में से facts के अनुसार चुनें। Reference रखें।
System से जवाब माँगें
Agency action, CCTV preservation और response standard बताए; केवल ‘careful रहो’ पर्याप्त नहीं।
Planners, employers और community के लिए
Women की decision power, recurring maintenance budget और accountability से safety टिकती है।
Women को decision में authority दें
Route, procurement, operation, policing और evaluation में real role दें।
Maintenance budget रखें
Lighting, toilet, bus, lift, crossing और help point के लिए recurring staff और money चाहिए।
Workers और users दोनों की safety रखें
Domestic worker, vendor, sanitation staff, driver और guard की knowledge सुनें।
Disaggregated data publish करें
Privacy रखते हुए complaint, response time, accessibility, age और location track करें।
Outcome freedom हो
देखें women कब travel, work, linger और participate कर सकती हैं; extra permission या cost न लगे।

क्या अधिक policing safety है?
Accountable staff मदद कर सकते हैं, पर design, transport, fair investigation और community accountability भी चाहिए।
एक resident क्या कर सकता है?
Repair report, audit, survivor support और representative से timeline माँग सकते हैं। Personal risk न लें।
क्या unsafe area avoid करना चाहिए?
Immediate safety के लिए route बदलना ठीक है, पर यह public policy नहीं। Conditions बदलनी होंगी।
Intervention काम किया कैसे पता चले?
Women की feedback, use pattern, complaints और maintenance review करें।
